1.To assist middle-and-low income indigenous citizen with housing problem, the Indigenous Peoples Commission of Taipei City Government hereby announced the present essential points.
2.Relevant conditions are listed as following:
 2.1 Aged 20 with legal capacity.
 2.2 Must be a resident of Taipei city and have lived in the city for 4 months at least.
 2.3 The applicant must be have the ownership of the house or be the spouse with indigenous identity.
3.Conditions for the applicant:
 3.1 The facts:
Housing construction:
  ◆ Within the first two years of construction and have not received any housing allowance from the government.
  ◆ The applicant, spouse and direct-blood relative living together have not obtained any private houses.
  ◆ The house must be obtained via construction or purchasing.
Repair:
  ◆ The house is over 7 years old, quite old or lack of sanitation facility. However, individuals suffered from fire accident or natural disasters are not restricted to the condition.
  ◆ The applicant, spouse and direct-blood relative living together have not obtained any private houses, and have not received any housing allowance from the government within 5 years.
 3.2 The total family income shared by the whole family member, individuals do not exceed the twice of the minimum of living expense.
 3.3 If the number of family member is less than one person and the sum of saving account and negotiable securities is less than NT 2,500,000, the applicant is allowed to add NT250,000 per person.
 3.4 The value of living space and land shall be less than NT6,500,000.
 3.5 Individuals who have received any other allowance regarding serious damage are not allowed to apply for it.
4.Content and allowance:
 4.1 Housing construction: NT200,000 per family.
 4.2 Repair: Maximum NT100,000 per family which shall cover the roof, ceiling, flooring, wall, kitchen, bedroom, bathroom, toilet, door and window, and aqueduct facility.
5.Documents required:
 5.1 For housing construction:
  ◆ Copier of household residence within 3 months.
  ◆ List of income in all kinds and property.
  ◆ Copier of housing registration.
  ◆ Consent form for not receiving any other housing allowance from the government.
  ◆ Photos of the doorplate and interior condition.
  ◆ Receipt and photocopy of the applicant’s bank account book.
 5.2 For the repairmen:
  ◆ Copier of household residence within 3 months.
  ◆ List of income in all kinds and property.
  ◆ Copier of housing registration.
  ◆ Photos of the location repaired.
  ◆ Invoice.
  ◆ Consent form for not receiving any other housing allowance from the government.
  ◆ Photos of the doorplate and interior condition.
6.How to apply:
 6.1 The permanent address of the applicant shall be shared with the private housing. Please fill in the applicant form with the document attached and submit to the district office.
 6.2 The district office shall investigate and first review the application as soon as possible, then mail to the Commission for further approval.
 6.3 The housing construction allowance will be made to the applicant’s bank account directly.
 6.4 The applicant shall finish the repairmen within 3 months once the approval is made, and have it checked and accepted by the district office within 10 days once the repairmen is completed. The repair allowance will be made to the applicant’s bank account directly.
7.None of the applicants whom have received the allowance are allowed to sell, transfer or rent the property within 2 years or the allowance will be made to return.
8.Middle-and-low income family:
 8.1 The applicant and spouse, children and parents living together. Children who have married will not be taken into account.
 8.2 If the applicant has no children and is raised by grand-children, then the grand-children are considered as family members.
 8.3 If an individual meets with any of the conditions below, then it shall not ne considered as family members:
  ◆ Being on military service.
  ◆ Studying at public expense.
  ◆ Being in jail for more than 6 months and have not been released.
  ◆ Any of the family members is missing and have not been found out yet.
  ◆ Foreign spouse or spouse with Mainland China nationality who are not allowed to work in Taiwan.
 8.4 The applicant who has at least 2 people within the family is allowed to apply for the repair allowance. However, if an individual who has no spouse or direct-blood relative and over aged 50 is not restricted to the condition.
9.Total family income refers to the sum of money below:
 9.1 Job income:
  ◆ Base on the job income that the tax documents listed of the latest year.
  ◆ If an individual’s job income cannot be found and is unable to provide the proof of salary, then his/her monthly salary shall be based on the average of the salary report regarding the work field in Taiwan Area.
  ◆ If an individual’s job has not been listed in any of the job fields in Taiwan area, then his/her monthly salary shall be based on the average of the salary report of which released by Directorate-General of Budget, Accounting and Statistics, Executive Yuan in recent year.
  ◆ If an individual who has working ability but remains unemployed, then his/her monthly salary shall be based on the average of the salary report. However, any unemployment relief fund obtained should be considered as other income.
 9.2 Movable property and real estate.
 9.3 Others: Non-social welfare allowance and those excluding the income above.
10.Working ability refers to an individual over 16 years old but under 55 years old.
 10.1 Under the age of 25 but is still studying in any kind of institutes and unable to work.
 10.2 Physically and mentally disable.
 10.3 Suffer from serious injury or illness and must rest or be under the treatment for more than 3 months.
 10.4 Take care of specific mentally or physically disable relative alone.
 10.5 Raise direct-blood relative under the age of 6 alone.
 10.6 Be pregnant for more than 6 months and have the child delivered within 2 months.
 10.7 Under the guardian.
11.The present allowance is funded and supported by the Indigenous Peoples Commission.
